Activity FTA 1.2: Capacity-building regarding effective implementation of EVFTA Rules of Origin (ROO) through Certificate of Origin (C/O) application support
Objectives:
Maximise benefits from the EVFTA providing detailed guidelines regarding how to effectively apply the ROO, understand Product Specific Rules (PSR), and prepare supporting documentation to determine the originating status of goods; Increase the rate of C/O issuance so that more exporting goods can enjoy preferential treatment; and improve the precision of C/O data for accurate compilation and valuation of EVFTA utilization and evidence-based decision-making.
Counterparts: MOIT and other line ministries.
Outputs and expected outcome:
The activity will produce a research report on current conditions of ROO and C/O utilisation and publish guidelines on how to improve ROO and C/O utilisation. Two workshops will be organised on obtaining C/O in Hanoi and HCMC, and another workshop will be organised on strategies to introduce self-certification in Viet Nam in Hanoi. The recommendations stemming from analytical work is expected to improve ROO implementation and increase C/O issuance.
