About us

ARISE+ Vietnam is a project funded by the European Union contributing to the integration of the Vietnam’s economy into the global production chain through targeted support to both public and private sectors. The Project will support the Vietnamese Government to reap the benefits of new bilateral and regional trade commitments, with a focus on the implementation of the EU-Vietnam Free Trade Agreement (EVFTA).
This is part of the ASEAN Regional Integration Support by the EU – ARISE+ Regional Program – to provide trade related technical assistance to the region.
The project is implemented by DAI Global in a consortium with the European Chamber of Commerce in Vietnam (EuroCham), Vietnam Chamber of Commerce and Industry (VCCI), GOPA Group under the supervision of the EU Delegation to Viet Nam. The main partners of the Project are the Ministry of Industry and Trade of Vietnam, the Ministry of Science and Technology, Ministry of Agriculture and Rural Development.

Mr. Trevor O’Regan

Team Leader

Mr. Trevor O’Regan is an experienced Team Leader, trade facilitation, digital transformation and customs modernisation advisor with more than 25 years’ experience in trade development, regional cooperation, trade information (import, export and transit procedures, single windows), FTAs (WTO TFA, ATIGA, ATISA, bilateral and regional FTAs), NTMs/NTBs (UNCTAD’s TRAINS Online), supporting coordination among NTFCs, cutting red tape at borders and reducing costs, increasing intra-regional trade, undertaking gap assessments for trade facilitation and developing roadmaps to improve competitiveness and support ongoing reforms.
He has experience working with member states at a regional cooperation level including ASEAN, the Southern Neighbourhood countries of the EU, the South Asia Sub-Regional Economic Cooperation Trade Facilitation Program, and the Greater Mekong Subregion (GMS). Specifically, he has worked extensively in SE Asia since 2009 including Vietnam, Lao PDR, Cambodia, Myanmar, Indonesia, The Philippines and spent 3 years living in Singapore.
He has extensive experience of working in Vietnam (he has made over 60 visits since 2009). Most recently, Trevor was Team Leader on the Vietnam National Trade Repository (VNTR) project https://vntr.moit.gov.vn/) based in Hanoi and working closely with the ASEAN Division of the Multilateral Trade Policy Department (MTPD) at the Ministry of Industry and Trade (MOIT) over a 19 month period - leading a team of 10 international and national consultants.
He also has experience of working with the ASEAN Secretariat (ASEC) in Jakarta on the USAID-ASEAN-IGNITE programme where he recently gave a presentation to the ASEC and the ASEAN Single Window Technical Working Group (ASW TWG) on the results of the 2022 ASW Traders Survey which included representation from senior officials of all 10 ASEAN Member States (AMS) customs authorities. He has also worked in Bangladesh and Sri Lanka with the customs authorities and ministries of commerce in Dhaka and Colombo.
Trevor has worked as Team Leader and advisor on technical assistance projects being implemented by the EU, USAID, the World Bank Group, Asian Development Bank, Inter-American Development Bank and the UK’s Foreign, Commonwealth and Development Office.
